Leadership

The operation of Bluebonnet is governed by a volunteer group of individuals who serve on the Board of Directors representing the geographical area served by the home. The board meets once a month and is responsible for making the policy and governing decisions of the Ranch, and also makes arrangements to secure funds necessary to meet each year’s budget.

There are several active committees composed of board members that report to the full board each month. These are Finance, Intake and Child Care, Farm and Ranch Operations, Grounds and Personnel. The board is composed of men and women representing varied professions and occupations. In addition, the board arranges for special services that may be needed for the development of a child. Some of these may be medical, dental, educational or physical.

The board is also responsible for hiring the staff, which consists of a licensed administrator, program director, office manager, development director, three sets of permanent houseparents and one set of relief houseparents.

Stephen Jaquez

Interim Administrator

Houston Baptist University, BS Psychology

Stephen Jaquez serves as professional level service provider for BYR. He is responsible for maintaining accurate and complete case files, compiling admission assessments, plans of service, and discharge plans. He is responsible for coordinating the childcare program and supervising the direct care staff. Stephen acts as liaison between BYR and the schools, reviewing grade reports, counseling residents regarding performance and progress, and requesting and/or attending IEP meetings. Full-time employee, on call 7 days per week.

Kim Wilgus, LPC

Clinical Director

Kim is a Licensed Professional Counselor with over 18 years experience working with children, adolescents and adults as a Childcare Development Specialist, foster care and adoption case manager, Treatment Director, Area Director and in private practice. She worked as counselor for Texas Youth Commission for teens that were incarcerated and has helped children and adolescents that have been abused or were at-risk. She has served as liaison between Texas Department of Family and Protective Services, schools, psychiatrists, psychologists, attorneys, families, and doctors to serve the needs of individuals. Using Cognitive-Behavioral Therapy, Kim helps to guide individuals through unexpected life problems and concerns, mood disorders, problems of childhood and adolescence (including behavioral issues, abuse, and neglect), school-related issues, family relationships, life transitions, grief and loss. Kim specializes in the areas of depression, anxiety, stress management, ADHD, self-esteem, anger management, eating disorders, and chronic illness to produce positive change. She has satellite offices at the Yoakum Community Hospital and Gonzales Memorial Hospital Outpatient Clinics, serving the needs of many counties in our area.

Vicki Martin

Office Manager

Vicki Martin is responsible for handling financial accounting for the facility according to policies set by the auditor and the board of directors.  Her duties include reconciling bank statements, balancing books, overseeing posting in expense ledger, receipting incoming donations, and sending out acknowledgments under direction of Administrator.  Full-time employee.

Micah Roth

Development Director

Micah Roth is responsible for public relations and the solicitation of funds. He coordinates the annual Celebrity Golf Tournament & Showdown, and assists with the Spring Fling Benefit. Micah writes grant proposals and press releases to various media. He is responsible for monitoring and updating the BYR website.

Houseparents are direct caregivers responsible for providing residents with consistent structure, guidance, and nurture in the home on a live-in basis.  Abiding by approved policies and procedures, they collaborate with other staff members to problem-solve and implement the facility’s structured childcare program.  Work 24 hours per day, 7 days per week, with 1 week off every month.
